Two suppliers can quote the same archive and still price different work. One offer may assume a standard material or manufacturer panel, while another follows a specified stackup, impedance plan, customer array, sourcing route, inspection record or delivery term. Until those differences are made visible, comparing only the total does not answer which proposal matches the released project.

A useful comparison starts with one controlled package, one quantity scenario and one list of required outputs. It then separates PCB fabrication, components, PCB assembly, evidence, tooling and logistics. This article provides that normalization method. It does not assign a universal price to any feature or imply that a published capability is included in every quotation.

Why PCB manufacturing quote totals differ

A quotation reflects both product requirements and the process route used to meet them. Board construction affects material usage and fabrication steps. Quantity and panel utilization affect how setup is distributed. For PCBA, the approved BOM, sourcing responsibility, package mix, assembly route and test requirements add separate decisions. Commercial terms then determine which costs are one-time, recurring, included, excluded or conditional.

The first comparison question is therefore not Which total is lower? It is What released configuration, assumptions and deliverables does each total describe? That question protects both engineering intent and procurement clarity without treating a higher or lower number as proof of quality.

Material, stackup and copper

Record the material family or approved construction, finished thickness, layer count, copper requirement by layer and any controlled-impedance targets. If the quotation proposes an alternative stackup, mark it as a proposal that requires design-owner review. A nominal layer count does not show whether two offers use the same dielectric construction, copper build or tolerance intent.

Board size, panel and quantity

Compare the finished board dimensions, delivered format and quantity basis. Individual boards, a customer-defined array and manufacturer panelization are not the same commercial unit. Capture rails, tooling, breakaway method, panel quantity, expected overage rule and whether a panel drawing is controlled by the customer or proposed by the manufacturer.

Holes, vias and additional process steps

Finished holes, slot plating, via types, fill or cap, sequential structures, backdrill, castellations and edge plating can change the process route. The comparison should state which features are included and which require engineering confirmation. Do not convert a supplier's published capability range into an assumption about the quoted design.

Impedance, surface finish and acceptance inputs

Where impedance applies, record the target, tolerance, reference construction and evidence requested. Also align surface finish, solder-mask and legend requirements, special marking, coupon or report expectations and the applicable customer requirements. These inputs help distinguish a complete construction from a headline board price.

BOM and sourcing scope

For every quote, identify the BOM revision, active variant, manufacturer part number authority, approved alternates and who supplies each line. Capture whether pricing is based on current availability, an approved substitute, customer-consigned material or a later procurement decision. Market conditions change, so the quotation validity date and unresolved long-lead items should remain visible rather than being converted into a fixed promise.

Assembly route, setup and programming

Compare the quantity, assembly sides, SMT, through-hole and mixed-technology scope, any special handling, programming requirement and customer-supplied fixture or material. Ask whether setup, stencil, program preparation, tooling and engineering activity are shown as one-time or recurring. The goal is not to require identical accounting labels; it is to understand what each label covers.

Inspection, test and evidence

Inspection and electrical test should be described by method, access, conditions, limits and required output—not by a generic word such as testing. If AOI, X-ray, flying probe, ICT, functional test or a project record is requested, state the assembly stage, unit or lot scope, customer-supplied inputs and acceptance authority. The quality-control pathway describes available context, while the quotation and released quality plan define what is included.

Original flow: freeze, separate, normalize, resolve and approve one comparable commercial baseline.

1. Freeze the comparison package

Use the same approved revision, variant, quantity scenario, delivery destination and requirement set for every supplier. If one supplier receives an updated BOM or panel drawing, either update the other comparisons or label the offers as different baselines.

2. Separate the cost lanes

Map every line to fabrication, components, assembly, inspection/test, one-time engineering/tooling or logistics. When a supplier uses a bundled line, ask what it includes rather than forcing an artificial allocation.

3. Normalize assumptions and exclusions

Record construction proposals, component alternates, customer-supplied data, quotation validity, freight basis and exclusions beside the total. Use the PCB DFM checklist to identify open fabrication, assembly and test inputs before they become hidden commercial assumptions.

4. Assign every open difference

Give material substitutions, technical questions, evidence requirements and commercial clarifications a named owner and decision date. Engineering should approve changes to design or acceptance intent; procurement should make the commercial comparison traceable to those approved decisions.

5. Approve the aligned baseline

Compare the revised scope, remaining risks and total together. Retain the approved quotation, assumptions, exclusions and released revision as the baseline. If the package later changes, use a controlled update rather than relying on the original price without revalidation.
